Mr. Executive Secretary,

Determined to put an end to impunity in crimes committed against journalists the Inter American Press Association, in unison with the international community, calls your attention to the results of its investigations submitted by this organization to the Honorable Inter-American Commission on Human Rights (IACHR) that you head.

As you know, the IAPA is engaged in making the general public in the Americas aware of the importance of freedom of expression, the role of the press and, especially, the work of the IACHR toward those same objectives.

On this occasion the public in the Western Hemisphere has had the possibility of seeing in some 400 newspapers throughout the region ads concerning the cases of the unpunished murder of journalists Juan Carlos Encina and Carlos Quispe of Bolivia and Reinaldo Coutinho da Silva and Luiz Octávio Monteiro of Brazil, which have been submitted to the IACHR with the hope that it will encourage the respective governments to ensure that justice be done.
